<p>Intermodal terminals - including cargo ports - together with their immediate surroundings are essential elements of intermodal freight transport in Europe. These nodes often find it difficult to cope with the rapidly increasing volume of freight transport due to a lack of capacity and planning difficulties, in addition to the different modes of transport, but also burden the immediate environment of the nodes.</p>
<p>The goal of the InterGreen-Nodes project is to develop coordination between those involved in freight transport along the lines of market needs, EU recommendations and regional planning.</p>
<p>The partners harmonize spatial planning methods and develop the internal processes of the intermodal terminal, taking into account the terminals' direct environmental needs. This enables them to better adapt to future increased freight transport needs, as well as to operate the terminal's processes in a more environmentally friendly way.</p>

										<content:encoded><![CDATA[<p>The TalkNET project was created to promote sustainable transport. Although its name consists of the initials of the English Transport And Logistics Stakeholders Network, the acronym nevertheless suggests the essence of dialogue, which is essential for effective cooperation between transport actors. The initiative, which has a total of 15 project members, focuses on the development of coordination between market players in order to facilitate the integration between ports/land terminals and carriers and to strengthen efficient and sustainable multimodal logistics hubs. During the duration of the project, the efficiency and connections of multimodal nodes, as well as eco-innovative solutions, will be scrutinized. The project aims to improve the competitiveness of freight transport, supporting investments in the efficiency of terminal management, new intermodal services, last-mile connections, the use of alternative fuels and energy-efficient solutions. The approach is innovative, it focuses on the optimization of existing infrastructures, does not plan new ones, and implements the development of common solutions in close cooperation with the actors of freight transport.</p>



<p>The duration of the project is 36 months from June 2017.</p>



<h2 class="wp-block-heading"><strong>Three professional work packages</strong></h2>



<p>During the three years of the project, the project members will carry out the tasks on an annual basis, an elected project member is responsible for the coordinated and efficient implementation of each work package.</p>



<p>The&nbsp;<strong>first task</strong>&nbsp;is to analyze terminals and ports and develop proposals for their development. Within the project group, the employees of the Italian Consorzio ZAILOG are responsible for the execution of the task. Main focal points during the execution of the task:</p>



<ol class="wp-block-list">
<li>1.	connections to the main transport networks, in particular the TEN-T core network and comprehensive network,</li>



<li>the operational and logistics management system of the terminal,</li>



<li>through a special, regional-level SWOT analysis, the partners evaluate both their internal and external processes in order to determine needs, challenges, and improve their procedures. Based on the common methodology defined at the project level, the analyzes cover 3 topics:</li>



<li>the last mile connections of multimodal nodes, focusing on the efficiency of the multimodal node, the resolution of bottlenecks that limit the operational capacity of the node (infrastructure),</li>



<li>efficiency and optimization of multimodal terminals (management),</li>



<li>assessment of multimodal services (services).</li>
</ol>



<p>The&nbsp;<strong>second work package</strong>&nbsp;is the Polish forwarding and logistics company Codognotto Poland.</p>



<p>Logistics hubs and ports are often characterized by the use of old technologies that do not comply with standards and lead to bad environmental effects, among other things. The lack of modernization is due to the high capital requirement and the long payback period. In recent years, only a few investments and concrete results have been made. The development of the second work package provides an opportunity for logistics hubs and key actors to perfect their "green" plan. Its aim is to better estimate and evaluate the investments required for the use of alternative fuels (electric, LNG/CNG, hybrid) and to better define plans aimed at reducing energy consumption and presenting innovations. Based on the common methodology defined at the project level, a SWOT analysis is first prepared concerning the 3 topics related to eco-innovation solutions:</p>

<li>use of alternative fuels,</li>



<li>energy-efficient solutions during transport between nodes,</li>



<li>analysis of training needs and definition of the training process.</li>
</ol>



<p>In the first two work packages, the BSZL prepares inspections for the port, the purpose of which is to apply new solutions in port logistics and in the supply chain of urban areas.</p>



<p>The&nbsp;<strong>third module</strong>&nbsp;is coordinated by Hungary, led by Budapesti Szabadkíkötő Zrt. Based on the proposals developed according to the research of the first two work packages, the so-called multi-purpose related to logistics. pilot projects are implemented in the work package, in the case of BSZL, concentrating on the storage/use of LNG in the port.</p>

										<content:encoded><![CDATA[<h2 class="wp-block-heading"><strong>The aim of the project:</strong></h2>



<p></p>



<p>DBS Gateway Region project aims at supporting the Danube-Black Sea region to become an attractive gateway region for maritime and inland waterway transport between Central Europe and the Black Sea, the Caspian region and the Far East by facilitating the cooperation within and with the region and its actors. The joint effort shall improve accessibility of both the ports and the regions and strengthen interoperability between maritime and inland waterways as well as with their hinterland.</p>



<p>Together with raising the awareness of the possibilities of intermodal transport, this will lead to shifting existing and attracting new cargo flows to environmentally friendly transport systems.</p>



<p>At present, aging infrastructure and inefficient, non-transparent intermodal services limit the potential of the water transport system. The project is built upon the belief that the cooperation of public authorities, ports and their related associations is the key success factor in order to raise quality, reliability and efficiency of the waterway transport system.</p>



<p>Cooperation in itself will not yet lead to the envisaged results. It needs to be</p>



<ul class="wp-block-list">
<li>elevated on a well-informed (Potential Analysis, Road Map),</li>



<li>well-prepared (list of projects ready to be implemented,Funding Guideline),</li>



<li>well-focused (Joint Vision, Joint Cooperation Strategy) and</li>



<li>well-supported (Cooperation Platform beyond the lifetime of the project) level.</li>
</ul>



<p>The specific objectives of the project accommodate this fact:</p>



<ul class="wp-block-list">
<li>The project aims at creating a basis for cooperation between the relevant stakeholders in order to be able to work together towards the development of the DBS Gateway Region.</li>



<li>Through increased attractiveness of the waterway transport system, it aims at providing the preconditions for the region to take over the envisaged role as DBS Gateway Region.</li>



<li>In order to be able to further develop and actively promote the DBS Gateway Region beyond the lifetime of the project, the project aims at facilitating long-term cooperation of all key actors within an institutionalised Cooperation Platform.</li>
</ul>

<h2 class="wp-block-heading"><strong>Methodology</strong></h2>



<p></p>



<p>The complex challenges of the project require a multidisciplinary approach. The project’s core workgroup is made up of partners who ensure the involvement of the public sector (cities, regions and ministries), the involvement of the ports and their associations, and the involvement of a scientific university in the development. They connect those key players who work together for a DBS Gateway Region with improved transport relations. In favour of a co-operation and for the commitment to a common vision, the project offers opportunities for the active involvement of stakeholders through various regional workshops and through forums providing feedback.</p>



<p>The methodology includes both a bottom-up and a top-down approach at the same time:</p>



<ul class="wp-block-list">
<li>The project is fundamentally built bottom-up, thus ensuring that all existing information is used and that the regional needs are met: the project utilizes all available sources of information, including researches, studies and statistics based on previous analyses, while placing a strong emphasis on intensively involving the stakeholders.</li>



<li>The common vision – expressed in line with the common challenges and development requirements – places the importance of the entire DBS Gateway Region on an international level. The so-called “Roadmap" is a document of international importance (using existing plans and policies) which aims to identify the measures required to achieve the common vision.</li>



<li>The third step follows the top-down approach and places the “roadmap" on a regional level, stimulating the local commitment by breaking down the measures of international level into specific local tasks (regional action plans).</li>
</ul>



<p>A collaborative platform will be set up in parallel with the activities above, involving all the partners participating in the project. The approach applied in the project ensures that the platform has a clear common vision, a common strategy and a common implementation timetable, which are accepted and supported by all stakeholders.</p>

<p>The partnership consists of 10 partners with budgets and of 20 associate strategic partners, covering all countries along the Danube.</p>



<p>The partnership involves not only the ports and their related organizations, but also national, regional and local authorities, who have an important role in integrating the project recommendations into their local, regional and international policies as well. The project considers the ports as dominant hubs for water and land transport within the region.</p>



<p>The innovative aim of the partnership is to act as an umbrella above all stakeholders. Each representative of the regions covered by the project is a project partner with a budget. Their role is to involve associate partners from the given region, to gather feedback from them and to make a report to the project’s core workgroup – thus ensuring the involvement of all stakeholders in the whole the project.</p>

<h2 class="wp-block-heading"><strong>Background and justification of the project:</strong></h2>



<p>The Eastern/Eastern Mediterranean Corridor (OEM Corridor), whose section between Rostock and Budapest is the intervention area of the project, connects Central and South-Eastern Europe. Due to the increasing congestion of the Dresden-Prague section and the limited capacity of the alternative TEN-T corridors running through the Vienna hub, the multimodal accessibility of efficient freight transport in the areas along the OEM corridor is characterized by regional differences. For these reasons, it became necessary to expand the transport corridor with a new railway line, which will improve the connection between the German seaports and various terminals, especially with regard to the Czech Republic, Hungary and Slovakia. The aim of the project is to facilitate the efficient, environmentally friendly transport of goods on the Rostock-Budapest section of the OEM corridor.</p>

<h2 class="wp-block-heading"><strong>Expected results of the project:</strong></h2>



<p>In order to take advantage of the benefits of infrastructural investment in multimodal, environmentally friendly freight transport, Saxony initiated cooperation with German, Czech, Slovak and Hungarian partners. The strategies and action plans created during the cooperation, as well as the so-called Corridor Capitalization Plans (CorridorCapitalisationPlans), help exploit new opportunities for regional development and logistics, as well as mitigating environmental impacts by supporting energy reduction and promoting environmentally friendly modes of transport. Furthermore, the connection between Saxony, the Usti region and Prague can be further strengthened by the new railway line. With regard to the operational requirements of multimodal logistics points and transport services, the developed plans represent added value for all TEN-T core network corridors. Steps taken to improve the quality and utilization of the existing infrastructure contribute to the creation of a more sustainable freight transport. Improving the connection between intermodal hubs and inland ports, as well as the mapping of new intermodal services, are tangible benefits for creating more efficient freight transport. Better coordination of the policy in the field of transport and regional development, as well as more efficient use of the existing infrastructure, will move the sector in the direction of sustainable development and contribute to making Central European cities and regions more livable.</p>

<p><em>Content of the project:</em> A felújítás célja, hogy   a daru az építésekor megfogalmazott feladatainak ellátására képes legyen. A pályázat a Budapesti Szabadkikötő Logisztikai Zrt. tulajdonában lévő 12,5 t teherbírású, 50,07 m nyomtávú híddaru kapacitásbővítő modernizációjára irányult, elektromos és gépészeti felújítást is tartalmazott.</p>

					<description><![CDATA[Implementation of the 1st phase of the intermodal and capacity expansion development of the Csepel free port.]]></description>
										<content:encoded><![CDATA[<p>In November 2014, with the support of the European Union and the Hungarian State, an investment with a total cost of HUF 3500 million was started in the Freeport of Budapest. “Implementation of phase 1 of the intermodal and capacity expansion development of the Freeport of Csepel in project no. KÖZOP-4.5.0-09-11-2012-0003" included the project elements below, which were completed by the end of 2015.</p>



<h2 class="wp-block-heading">Project elements:</h2>



<p>1, 2, North and South sections of the northern linking road – a bypass road built to relieve Weiss Manfréd Road, which runs along the Freeport side of the HÉV tracks. The constructed road is used by vehicles entering the port from the North, thus relieving Weiss Manfréd Road.
Implemented: November 2014 – October 2015</p>



<p>3, North-South interconnecting road – a road linking the North and South areas of the Freeport, which also relieves the Weiss Manfréd Road, as vehicle traffic in these areas could only pass through gates no. 1 and 2. After the construction of the road, this traffic takes place within the port, thus relieving Weiss Manfréd Road.
Implemented: November 2014 – October 2015</p>



<p>4, Modernization of “Kültelki” and “Mirelit” tracks – reconstruction and modernization of the main line of the railway system running through the area of the Freeport and providing railway transport into and inside the port area.
Implemented: November 2014 – October 2015</p>



<p>5, Development of a road network for the “Kis Nyíltrakodó” loading area and for the north-west corner of basin no. II – establishment of a new area next to commercial basin no. II. capable of loading the vessels; reinforcement of river walls, construction of railway tracks, pavement, access road.
Implemented: November 2014 – October 2015</p>



<p>6, Modernization of the “Gabonatárház” tracks – modernization of the tracks around the “Gabonatárház” with the construction of a new loading area for a more efficient service.
Implemented: November 2014 – May 2015</p>



<p>7, Modernization of the “Nyíltrakodó” tracks – modernization of the tracks providing service in the “Nyíltrakodó”loading area, and the modernization of the pavement.
Implemented: May 2015 – September 2015</p>



<p>8, Establishing heavy goods vehicles park no. IV. – the previously uncovered area has been covered with a concrete pavement, so heavy goods vehicles can use it more safely and efficiently. The new pavement allows the simultaneous use of a larger area in a more organized way.</p>



<p>9, Surface lights of the towing track no. 5 – A new surface lights network has been established next to the existing track.
Implemented: February 2015 – May 2015</p>

					<description><![CDATA[The aim of the development is to facilitate the combined transport of goods and thereby reduce the load on public roads and the environment.]]></description>
										<content:encoded><![CDATA[<p>With the modernization of the RO-RO terminal implemented within the frameworks of the project (2007-2008), the port is now capable of accommodating the automobiles and heavy goods vehicles trailers which arrive to the port on vessels. The purpose of the development is to facilitate combined freight transport, and thus, to reduce the load on public roads and on the environment.</p>

					<description><![CDATA[As part of the project, a new vertical and copper river wall, a new river wall track and a railway track to increase capacity were built.]]></description>
										<content:encoded><![CDATA[<p>A new vertical and sloping river wall, a new track along the river wall and a capacity-enhancing railway track were built together with a dredging within the frameworks of this project (2007-2008). The new river walls allow for the port to continuously accommodate vessels with larger draught as well, and allow the wintering of vessels and repairs to be performed on water.</p>

<p><strong>The river wall of Csepel Port has been restored and has been built on the spot within the frameworks of the project implemented with an EU support of HUF 58.54 million.</strong></p>



<p>The aim of the project was to facilitate better logistics services for freight transport in Hungary by developing the elements of traffic infrastructure.</p>



<p>Between December 2014 and June 2015, the development of the port was carried out with the help of HUF 58 540 350 support amount, through tender no. KÖZOP-4.6.0-14-2014 titled “Development and modernization of the basic infrastructure of the port", within the frameworks of the New Széchenyi Plan.</p>



<p>The investment has included the restoration of the so-called “Nyíltrakodó” river wall, which was damaged by the major floods of the 2000s, and has also included the provision of a safe, mobile exit for the vessel traffic of the port, by replacing the old exit which could no longer be renovated. The 1800 m2 river wall was restored in January 2015, after which the on-site construction was carried out in June.</p>]]></content:encoded>
